Lagos ports idle as imports tumble

Activities at the Lagos ports have gradually come to a grinding halt as the foreign exchange restrictions announced last year by the Federal Government takes a heavy toll on the nation’s economy.

This situation has left many who depend on Africa’s hitherto busiest ports for living to idle away.

The Nigerian Ports Authority recently released a report of its performance, with the Managing Director, Habib Abdullahi, saying the number of ocean-going vessels that called at the ports had declined by 8.1 per cent.

He said a total of 5,090 vessels “called at the ports in 2015, which is a decrease of 8.1 per cent when compared to the 5,541 recorded in 2014.”

This drop has also affected the NPA’s revenue as it generated N11.9bn in 2015, indicating a drop of 1.7 per cent from the N12.1bn generated the previous year.

In its latest report on the issue, the National Bureau of Statistics said that Nigeria’s imports decreased by 24.7 per cent in December 2015.

The report entitled: ‘Nigeria Imports from 1981 to 2016’, stated, “In the last quarter of the year (2015), purchases declined by 22.4 per cent. Imports in Nigeria averaged N164.26bn from 1981 until 2015, reaching an all-time high of N1.5tn in March of 2011.”

The forex restrictions, aimed at boosting local manufacturing industries and agriculture, have instead forced local manufacturers to cut operations and lay off workers due to their inability to import raw materials.

Licensed customs agents lamented the lull in port activities occasioned by the continued decline in imports.

The President, National Council of Managing Directors of Licensed Customs Agents, Lucky Amiwero, said many customs agents had lost their jobs and relocated to their home towns.

Amiwero, who spoke with one of our correspondents on the telephone on Wednesday, said, “Many offices have closed down. Those who have not relocated cannot even afford the transport fares to come down to the ports anymore.

“This is an import-dependent country; so, the restriction of forex for the importation of 41 items by the central bank has really affected port activities. We hope the government eventually reviews the restriction. This quarter has not been impressive.”

The Chairman, Shipping Association of Nigeria, Mr. Val Usifo, was quoted in a report by the Financial Times as saying that members of the group were feeling the pressure of low imports.

“All aspects of the economy are interrelated and these heavy restrictions are causing more uncertainty,” he said.

The association represents the international companies handling container trade in Nigeria, including the Danish shipping giant, Maersk, and France’s CMA CGM.

A senior manager at a port operator told the FT that arrival of vessels importing steel was down by about 60 per cent.

“The ports are nearly empty and Customs revenue is nowhere close to where it should be,” the manager stated.

Only last week, the Tin Can Island Command of the Nigeria Customs Service reported a shortfall in revenue of N2.7bn for the first quarter of 2016.

The Public Relations Officer of the command, Chris Osunkwo, said, “About N58.9bn was generated in the first quarter of 2016, whereas N61.6bn was generated for the corresponding period of 2015.”

The Comptroller-General, NCS, Hameed Ali, recently attributed the shortfall in the Customs’ revenue to foreign exchange policy of the Central Bank of Nigeria, which barred importers of 41 select items from accessing the official forex window.

He said that the service, as a whole, had a revenue shortfall of N230bn in the last quarter of 2015.

Despite these challenges, the NCS announced plans to make N1tn in revenue this year.

Usifoh confirmed a slight increase in the volume of exports in recent months in his interview with the FT.

"I studied Accounting at the University of Nigeria, Nsukka. I worked in a hotel for about three years. There was nothing new anymore, no
challenge and the salary was stagnant. Later on, my boss called me up and told me that he will be reducing my salary by N10,000. I was
surprised."

You can’t dump red cap, Kwankwaso’s aide tells Ganduje

Alhaji Sharu Garba Gwammaja, a special adviser to former Kano State governor, Senator Rabi’u Musa Kwankwaso, said it will amount to political suicide for Governor Abdullahi Umar Ganduje to discard use of the red cap in protest against the political principles of Kwankwaso.
The red cap was made popular by Kwankwaso and came to be seen as the political symbol of his followers, known as members of the Kwankwasiyya group.

But in reaction to Gwammaja’s call, the Kano State Commissioner of Information, Malam Garba Muhammad, said: “If you know the history of red cap, you will not react this way.
“It is still a minus on your side even if it is only one person that removed his red cap in the state, in protest against the ideology. With the recent development, at least, people have choice to either wear red cap or not.”
Gwammaja, while addressing a press conference to mark the 5th anniversary of red cap revolution in Kano, pledged to buy Ganduje’s red cap at N1m if he voluntarily decided to discard it.
He said: “If Ganduje can remove his red cap today, I will buy it N1m. The greatest mistake

Soyinka Blasts Buhari Over Herdsmen Killings

Nobel laureate, Wole Soyinka, has lashed out at the presidency for its seeming inability to rein in the violent activities of herdsmen across the country.
In his address to the National Conference on Culture and Tourism, Wednesday, Mr. Soyinka said the President Muhammadu Buhari-led government was yet to come up with an articulate solution to tackle the menace.
“I have yet to hear this government articulate a firm policy of non-tolerance for the serial massacres that have become the nation’s identification stamp,” said Mr. Soyinka.
“I have not heard an order given that any cattle herders caught with sophisticated firearms be instantly disarmed, arrested, placed on trial, and his cattle confiscated. The nation is treated to an eighteen-month optimistic plan which, to make matters worse, smacks of abject appeasement and encouragement of violence on innocents.
“Let me repeat, and of course I only ask to be corrected if wrong: I have yet to encounter a terse, rigorous, soldierly and uncompromising language from this leadership, one that threatens a response to this unconscionable blood-letting that would make even Boko Haram repudiate its founding clerics.‎”

Oil Prices Pushing $47

Brent crude peaked at $47.2/barrel today.

Brent has now risen nearly 20 per cent in April, its largest one-month gain for the past 12 months.

The rise is likely to continue if, oil glut continues to recede (shale oil and ISIS production shutting down) and demand continues to soar (India, China, and some other countries are consuming more now), and if the dollar continues to weaken considerably.

If Iran and Saudi can be reasonable for once, we might probably see it cross '$50' anytime soon!

These things ebb and flow.

It is a double-edged sword for Nigeria as we import refined petroleum products, and it could probably breed complacency or agitation for more 'free money' from some quarters.

The source disclosed that the fraud was uncovered when the EFCC began investigations into how officials of the Independent National Electoral Commission in Rivers, Delta and Akwa Ibom states received N675.1m.

Police Requested For Bribe To Rescue Ekiti Doctors-Survivor Debunks Over-speedin

Dr. Ekundare Folu, Chairman of National Association of Government and General Medical and Dental Practitioners in Ekiti, has accused policemen of demanding N4,000 to move the corpses of the six doctors who died in a road accident.

Ekiti State was thrown into mourning following the death of six doctors in a road accident which occurred on Sunday a few kilometres to Kaduna on their way to Sokoto for a free medical mission organised by the Nigerian Medical Association (NMA).

In his report, Salisu Galadunci, Sector Head of Operations, Deputy Corps Commander, attributed the accident to over-speeding.

“Twelve medical doctors and a driver were in an 18-seater bus travelling to Sokoto for Nigeria Medical Association (NMA)’s annual conference and had a tyre burst due to over-speeding,” he said.

INEC Chiefs Got Diezani’s N23.3b For Poll

There seems to be more trouble for embattled former Petroleum Resources Minister Mrs. Diezani Alison-Madueke as the Economic and Financial Crimes Commission (EFCC) is probing her involvement in a $115m (N23, 299,705,000billion) 2015 election bribery scandal.
The anti-graft agency has detained two bankers in connection with the scandal.
The agency has launched a manhunt for Ugonna Madueke, the former minister’s son.
Besides, four companies implicated in the bribe-for-results scandal during the 2015 general elections are under probe.
The companies are: Northern Belt Gas Company Limited; Auctus Integrated; Midwestern Oil and Gas; and Leno Laitan Adesanya.
The Resident Electoral Commissioner for Cross River State, Gesil Khan and four others are undergoing interrogation over the N681million the allegedly got from the bribe.

Banks To Stop Using Their Platforms For TSA As They Issue Threats

Nigeria’s Treasury Single Account (TSA) regime formulated by the Federal Government to shield its resources from pilfering may experience a flop, following hints that lenders are planning to stop the use of their platforms for TSA.

The grouse of the banks is the one percent transaction charge, based on the use of Remita, an e-payment and e-collection software, on their platforms.

From the transaction charge, 10 percent goes to the CBN; 40 percent goes to banks; while 50 percent goes to SystemSpecs.

Barely two months ago, the Senate passed a resolution asking the Federal Government to terminate the 2013 contract between the Central Bank of Nigeria (CBN) and SystemSpecs, developers of Remita.

The Minister of Labour and Employment, Senator Chris Ngige, has dismissed elements of distrust between the executive and the legislature over the 2016 budget, saying the budget mess was essentially a creation of some bureaucrats, technocrats and civil servants, who tampered with the document out of mischief to feather their nests.

Speaking exclusively with THISDAY in an interview, Ngige, who gave detailed analysis of the budget process, especially the way it works in the legislature being a former senator, however, described the controversial Lagos-Calabar Rail Project as “a very big omission” from the budget, adding that the error has since been admitted and rectified accordingly.

“First of all, I do not want to say there is suspicion. Yes there could be misunderstanding earlier on during the election of the principal officers of the National Assembly, and that misunderstanding arose from the fact that the president decided to play neutral, and having played neutral, the tendency is that you will not be anybody’s friend because no one will agree that you did not help the other person, but we who are in the APC party structure and belong to the highest organ of the party know that we enjoy good relationship with them.

Allowing women to drive is not a religious issue as much as it is an issue that relates to the community itself that either accepts it or refuses it, said the 30-year-old son of King Salman.

"The community is not convinced about women driving" and sees negative consequences if it’s allowed, the prince said on Monday after outlining a plan to reduce the kingdom’s reliance on oil.

The prince had signalled his support for more freedom for women during an interview this month, saying "we believe women have rights in Islam that they’ve yet to obtain."
